Tess Carnathan

Director of Human Resources and Payroll

With more than 25 years of experience in the Human Resources and Payroll industry, 23 of them with White Construction, Tess knows the importance of taking care of employees in any company. “White Construction is like family to me, and I want every employee to feel like a part of this family.”, says Tess. After graduating from Delta State University, Tess went to work as an HR Assistant and knew straight away that this type of work was her calling. She immediately started taking Dale Carnegie and Human Relations courses on how to successfully manage people and how to deal with difficult situations in the workplace environment. Her HR experience extends well beyond various types of companies, ranging from insurance to the food industry and now construction. Tess says, “I have met and worked with so many different types of people in my career, but one thing stays the same, everyone wants to be treated with respect and to feel like they are part of a wonderful and successful team. I will always strive to make that happen.” When not working, Tess and her husband of 21 years enjoy traveling, riding their Harley, and spending time with their children and grandchildren.

Dominic Padilla

Vice President of Corporate Strategy

Dominic joined White Construction in 2016 after successful leadership roles in facilities management and construction. Dominic earned a Construction Science degree from Texas A&M University and an MBA from the University of Texas at El Paso. Supporting relationship management and marketing activities while developing and implementing new strategies to ensure our company's long-term growth and financial success, Dominic is passionate about describing to clients the tremendous benefit of partnering with White Construction. “I enjoy gaining the trust of our clients,” says Dominic. “Our integrity is truly unique and should not be underestimated.” As a LEED® Accredited Professional, Dominic has had an active role in ensuring the sustainability of several projects. When not pursuing his career ambitions, Dominic spends time with his wife and daughter.

Gail Noe

Vice President, Controller, Secretary

There are many things that keep Gail coming back to White Construction every day for 45 years, but the diversity of the company and its employees are at the top of her list. Gail believes the sound WCC team and excellent work environment contribute to the company’s outstanding reputation. Gail has held many positions over the past years for White Construction and she brings a wealth of knowledge and experience to her roles of Vice President and Controller. She takes pride in her integrity, persistence and accountability. In her spare time, she gardens, teaches yoga, and entertains family and friends.

Gary Jones

Vice President of Information Technology

Having a passion for electronics from an early age, Gary began configuring and installing leading-edge technology for a communication company while still in high school. After graduating with a degree in Information Technology from Pretoria Technikon in South Africa and working several years in South Africa’s technology and communication industry, Gary immigrated to the United States in 1998 where he made Austin, Texas his new home and became a key technology advisor to an information technology consulting firm. Realizing he was not tapping into his full potential and with interests in architecture and construction, Gary joined White Construction in 2004. As Vice President of Information Technology, Gary works closely with the COO, focusing on improving systems, deploying current technologies, and improving employees’ use of technology through education programs. Away from the office, Gary can be found training and competing in Ironman events, ultra-marathons, and golf tournaments.

Daniel Mitchell

Chief Financial Officer

Daniel Mitchell's construction finance career began 13 years ago with a large general contractor in Dallas, Texas. There he developed a deep and lasting interest in the industry. He moved on to assist in the turnaround of a large pipeline contractor, first as a Director and then as Chief Financial Officer.

Daniel has developed an innate ability to provide managers with relevant and timely data. His open communication style is the key to leading White Construction's finance and accounting team to provide superior customer service.

He holds an MBA from Saint Louis University and an undergraduate degree from the University of Missouri. He is an accredited Certified Construction Industry Financial Professional (CCIFP) and an active member of The Construction Financial Management Association (CFMA.)
